Ground Beef and Broccoli Casserole

1 lb 90% lean ground beef
1 small yellow onion, finely chopped
4 cups broccoli, chopped, thawed and drained if frozen
3 Tbsp. all-purpose flour, unbleached
1 Tbsp. fresh sage, chopped or 1 tsp. dried sage
2 cloves garlic, finely chopped
1½ cups milk
4 oz cream cheese
1 cup cheddar cheese, freshly shredded
½ tsp. sea salt
¼ tsp. black pepper, freshly ground
⅔ cup panko breadcrumbs
1 Tbsp. extra-virgin olive oil
½ tsp. ground paprika

Preheat your oven to 450°F (230°C/210°C fan, Gas Mark 8).

Cook ground beef and onion in a large skillet over medium heat, breaking the beef into bite-size pieces with a wooden spoon, until the beef is no longer pink, about 10 minutes.

Add broccoli; cook, stirring occasionally, until the broccoli is tender-crisp, about 3 minutes. Add flour, sage and garlic; cook, stirring constantly, until the beef and vegetables are well coated in the flour mixture, about 1 minute.

Transfer to a casserole dish and bake until the breadcrumbs are golden brown, about 10-12 minutes.
